International education is entering a new phase shaped by geopolitical tensions, shifting supply chains, and growing competition in emerging technologies. Universities are increasingly asking how global engagement should evolve in a world where collaboration and strategic competition often coexist. These questions became particularly clear during my recent participation in the Fulbright Taiwan International Education Administrators program.
Over two weeks, our cohort of sixteen international education administrators and faculty from institutions across the United States traveled throughout Taiwan to better understand its higher education system and international engagement strategy. The cohort represented a broad cross section of U.S. higher education, including large research universities, regional universities, and community colleges, and included senior administrators, study abroad directors, faculty members, and English language educators.
During the program we visited the American Institute in Taiwan, the Ministry of Foreign Affairs, an elementary school, and eleven universities. What stood out immediately was Taiwan’s deep national commitment to education and its close alignment with technological innovation.
Taiwan sits at the center of the global semiconductor supply chain. Companies such as Taiwan Semiconductor Manufacturing Company produce many of the advanced chips that power modern computing, artificial intelligence, and digital infrastructure. Yet Taiwan’s leadership in semiconductors is not only an industrial story. It is also an educational one.
Universities such as National Taiwan University and National Chengchi University demonstrate how engineering education is connected to broader discussions about trade policy, global economics, and technology governance. Students are encouraged to understand not only how technologies are developed but also how they operate within complex global systems. In an era when semiconductor production has become central to national security and economic competitiveness, this interdisciplinary approach feels especially relevant.
For institutions in the United States, Taiwan offers valuable insights into how international education can connect academic learning with global innovation ecosystems. Study abroad and international partnerships are increasingly linked to talent development in critical fields such as engineering, computing, and advanced manufacturing.
Faculty and academic units play an essential role in this effort. While international offices help coordinate mobility and partnerships, faculty drive the intellectual collaboration that gives international education its depth. Faculty led programs, research exchanges, and globally integrated curricula allow students to understand how their disciplines intersect with global challenges.
At the University of Florida’s Herbert Wertheim College of Engineering, where I serve as Director of International Engineering Programs, we have seen how faculty engagement can expand meaningful global opportunities for students. Experiences abroad help engineering students understand the technological ecosystems and international partnerships that shape modern innovation.
The current geopolitical environment may complicate global engagement, but it also makes international education more important. Addressing the technological and economic challenges of the future will require cooperation across borders, informed dialogue, and strong academic partnerships.
Programs like Fulbright remind us that international education is not only about student mobility. It is about building relationships, exchanging ideas, and fostering the global understanding needed to navigate an increasingly interconnected world. Taiwan offers a powerful example of how education, innovation, and international collaboration can come together to shape that future.
Continued participation in international exchange opportunities like Fulbright is possible through support of the U.S. Department of State Bureau of Educational and Cultural Affairs (ECA) programming. The FY2027 Presidential Budget Request proposes a nearly 80-percent reduction in funding for the Fulbright program. This reduction would severally limit experiences like I just had in Taiwan as well as for many other Americans dedicated to studying, researching, and contributing to solutions for complex, global challenges.
